Home Equity Lines of Credit

We offer Home Equity Lines of Credit to meet a variety of needs. Our home equity lines are competitively priced with minimal closing costs. Construction

We are enthusiastic about New Construction Loans because they create valuable new developments in the community. Our lending requirements are highly flexible, allowing us to tailor the loan to match the construction timeline.

Unlike other lenders, most of our disbursements are handled directly at the bank, so builders and homeowners don’t have to travel to a remote title company each time a draw is requested. Fixed Rate

Our bank is an approved seller and servicer of Freddie Mac loans, which offers us the unique advantage of not only approving your loan locally but also locking in a fixed rate for the duration of the mortgage. Fixed rates are available for up to a 30-year amortization period.

Additionally, as an approved Freddie Mac seller and servicer, we manage the servicing of your loan locally. Our policy is to retain the servicing in-house, ensuring your loan is never sold to unknown lenders.

Second Mortgage

First Citizens State Bank offers a variety of mortgage options to meet your credit needs and a second mortgage is a perfect example! This is similar to a home equity line of credit, where the equity you have built in your home is utilized for collateral, but the terms are different based on the intended use of the proceeds. This option is perfect for lower amount one-time purchase requests, auto purchases, smaller home improvement projects, etc. Contact one of your mortgage professionals to see if this option works best for you.

Home Buyer Assistance

We work with a variety of new homebuyer assistance programs which make home ownership more affordable. These programs can provide potential home owners with grants to help with down payment and closing costs. First Citizens State Bank participates in the programs shown below:

Whitewater Affordable Housing Fund

Administered by the Community Development Authority of the City of Whitewater (CDA), this program supports qualifying home buyers with a 0% loan up to $25,000. Payment is deferred until the home is sold or is no longer the borrower's primary residence and may be applied to a lender-required down payment.

  • Must meet income-eligibility
  • Applies to single-family home used as primary residence
  • Borrower must qualify for a conventional fixed rate mortgage
  • Home must be move-in ready and meet Housing Quality Standards
  • Home can be stick built, modular, new manufactured or condominium on a permanent foundation

USDA / Rural Housing

Single Family Housing Guaranteed Loan Program Assists in providing low– and moderate– income households the opportunity to own primary residences in eligible rural areas.

  • Must meet income-eligibility and have an eligible address
  • Agree to personally occupy the dwelling as their primary residence
  • Demonstrate willingness to meet credit obligations in a timely manner
  • No down payment required

Home Consortium

Down payment assistance program provides eligible home buyers with a forgivable loan of up to $10,000 to be used for down payment and/or closing costs.

  • Eligible Properties: owner-occupied, single family, HUD price limits for each qualifying county
  • Eligible Applicants: household income requirements and debt-to-income qualification
  • Participation in pre-purchase home buyer counseling

Down Payment Plus

Through the Downpayment Plus Program, up to $10,000 may be available to eligible homebuyers to use toward down payment and closing costs. Homebuyers must meet income eligibility requirements and:

  • Contribute at least $1,000 to the purchase of the home
  • Participate in pre-purchase home buyer counseling
  • Live in the home as your primary residence
